We offer a cash discount. It would be awesome if when the Tech selects the method of payment, an item for cash discount (if applicable) is added to the invoice.

You could create a discount item called CashDiscount: Discount offered when paying cash”.
My guess is that you do that now. It seems you want an item to be added when a certain payment method is applied. We don’t have an easy way to add that feature. Discounts can act in an unexpected way. They always apply to the item above them or the sub-total above them.
